Two mesmers casting Energy Surge on one HM ele... Right, that's -18e for that foe before it's cast anything. What about it's attunement and 18 ENERGY STORAGE? I seriously doubt you weren't dealing any damage...

Adding to that, monsters also have an additional pip of energy regeneration.
